Progressive use of Official Language Hindi
Hindi in Devnagari Script is the official language of the Union of India. With a view to ensuring compliance of the constitutional and legal provisions regarding official language and to promote the use of Hindi for official purposes of the Union, the Department of Official Language (DOL) was set up as an independent Department under the Ministry of Home Affairs. The DoL is the nodal Department to implement the Official Language Units in all Central Government Ministries/Departments/Offices. It has been the policy of the Government of India that progressive use of Hindi in the official work may be ensured through persuasion, incentive and goodwill.
The Ministry of New and Renewable Energy (MNRE) is committed towards promoting the use of Hindi in Official work. With a view to accelerate the use of official language in official work and to increase awareness of employees with regard to the Official Language Policy of the Government of India, a Hindi Division has been set up in the MNRE. Its functions are as follows:
(i) Translation work: Various documents of the Ministry including those to be laid in Parliament such as Parliament Questions, Parliamentary Assurances, papers related to Standing Committees and other Parliamentary Committees, Private Member Bills, Calling Attention Notices, Budget related documents, Demands for Grants, Annual Reports, Notifications, General Orders, Advertisements, Tenders, MOUs/ MOAs, Cabinet Notes, Suo Moto Statements/ Speeches and other documents received from Office of the Minister (NRE) and Office of the Minister of State (NRE) and Press releases etc. are translated regularly by Hindi Section of the Ministry.
(ii) Implementation of the Official Language Policy of the Union; Official Languages Act, 1963; Official Languages (Use for Official Purposes of the Union) Rules, 1976; Directions/Instructions issued by the Government from time to time regarding the use of Hindi; Annual Programme issued by the Department of Official Language, MHA every year for transacting the official work of the Union in Hindi and Presidential Orders issued on the recommendations of the Committee of Parliament on Official Language constituted under the Chairmanship of Hon’ble Minister of Home Affairs.
Presently, Hindi Division is under the administrative control of Scientist-G, a senior officer equivalent to the level of Joint Secretary, assisted by Deputy Director (OL)/ Assistant Director (OL). The Hindi Division consists of one Deputy Director (OL) -(Currently vacant), one Assistant Director (OL), two Senior Translation Officers, two Junior Translation Officers and two Hindi Typists. The Division monitors the implementation of Official Language (Hindi) Policy in the Ministry as well as in all Offices/Institutes/PSUs under its administrative control. It is playing a leading role in the direction of implementation of official language Hindi in the Ministry. The work of Official Language Hindi is progressing day-to-day as compared to the previous years and it is expected that in the near future, the Ministry will achieve maximum targets set by the Department of Official Language in the direction of implementation of OL Policy of the Government.
