2	13.05.2023	Ministry of Power	Determination of Green Tariff under Electricity (Promoting Renewable Energy Through Green Energy Open Access) Rules, 2022 and implementation of the Rules -reg.	For incentivising the use of renewable energy, the MoP has clarified that in no case the green tariff should be higher than the sum of average power purchase cost of renewable energy, surcharge at the rate of 20 per cent of averge cost of supply. 3	29.12.2022	Ministry of Power	The Electricity (Amendment) Rules, 2022.	Electricity (Amendment) Rules, 2022, bringing about several changes to the previous Electricity Rules, 2005. Significantly, the new rules permit distribution companies to automatically recover from consumers, on a monthly basis, the expenses arising out of variations in fuel price and power purchase costs. 5	27.01.2023	Ministry of Power	Electricity (Promoting Renewable Energy Through Green Energy Open Access) Amendment Rules, 2023.	The Amendment Rules state that any consumer may elect to purchase green energy either up to a certain percentage of the consumption or its entire consumption. For this purposes, they may place a requisition with their distribution licensee. The distribution licensee shall procure such quantity of green energy and supply it. The consumer shall have the flexibility to give separate requisition for solar and non-solar. The Amendment Rules also provide that the credit for banked energy shall not be permitted to be carried forward to subsequent banking cycles and shall be adjusted during the same banking cycle: Any unutilized surplus banked energy shall be considered as lapsed at the end of each banking cycle and the Renewable Energy generating station will be entitled to Renewable Energy Certificates to the extent of the lapsed banked energy. 6	27.02.2023	Ministry of Power	Renewable Generation Obligation as per Revised Tariff Policy, 2016	Any generating company establishing a coal/lignite-based thermal generating station and having the Commercial Operation Date (COD) of the project on or after April 1, 2023 shall be required to establish renewable energy generating capacity (in MW) i.e. Renewable Generation Obligation (RGO) of a minimum of 40 per cent of the capacity of the thermal generating station or procure and supply renewable energy equivalent to such capacity. A Committee under Central Electricity Authority (CEA) will periodically recommend to the State Government the ceiling limit of service charges to be levied under para 8.2 above.
