SOLAR PV MANUFACTURING

 

Present Installed Solar PV Manufacturing Capacities in India 

•       Solar PV Cells Capacity                     : Around 3 GW/year;

•       Solar PV Modules capacity                : Around 10 GW/year;

•       Polysilicon/Wafer/Ingots                     : No manufacturing in India

  

Current Support Mechanics to Domestic Solar PV Manufacturing

M-SIPS Scheme of Ministry of Electronics & Information Technology:

  • The scheme mainly provides for:
  • 20-25% subsidy for investments in capital expenditure for setting up of electronic manufacturing facility.
  • Reimbursement of Countervailing Duty (CVD)/ Excise Duty for capital equipment for the units outside Special Economic Zone (SEZ).

  • Schemes with Domestic Content Requirement (DCR):

The solar power projects under:

  •  12000 MW - Government Producers Scheme (CPSU Scheme),
  •  KUSUM Scheme
  •  New Roof-top Scheme

are mandated to source their requirement of solar cells & modules from domestic sources, in a WTO compliant manner.

 

NEW INITIATIVE

Ø  Tenders for setting up Solar PV Manufacturing Capacities in India linked with assured offtake in the form of PPAs for Solar Power Plant

•       MNRE envisages setting up of Solar PV Manufacturing Capacities in India linked with assured offtake in the form of PPAs for Solar Power Plant.

•       The manufacturing capacity is proposed to be allotted through transparent competitive bidding wherein, bidding shall be for tariff for the PPAs and capacity allocated to bidder(s) shall be on bucket filling basis.



APPROVED LIST OF MODELS AND MANUFACTURERS (ALMM) OF SOLAR PHOTOVOLTAIC CELLS & MODULES

 

With the objective of ensuring reliability of Solar PV manufacturers and to protect the consumer interests and ensure larger energy security of the country, Ministry of New & Renewable Energy (MNRE), on 02.01.2019, has issued “Approved Models and Manufacturers of Solar Photovoltaic Modules (Requirements for Compulsory Registration) Order, 2019”. The order provides for enlistment of eligible models and manufacturers of solar PV cells and modules complying with the BIS Standards and publish the same in a list called the “Approved List of Models and Manufacturers” (ALMM). Subsequent to March 2020, for all the projects bid out after 02.02.2019, only the models and manufacturers included in this list will be eligible for use in Government/ Government assisted Projects/ Projects under Government Schemes & Programmes, installed in the country, including Projects set-up for sale of electricity to Government under Guidelines for Tariff Based Competitive Bidding Process for Procurement of Power from Grid Connected Solar PV Power Projects dated 3rd Aug' 2017 

These Guidelines are being issued to provide procedural framework for the implementation of MNRE's "Approved Models and Manufacturers of Solar Photovoltaic Modules (Requirements for Compulsory Registration) Order, 2019.

The list is not exhaustive and is based on the information available in the Ministry. Presently there are no standards on solar dryers/air heating systems and the manufacturers/ suppliers/ institutions mentioned in the list have been installing the systems based on the technical know how and experience available with them. It will, therefore, be the responsibility of beneficiaries to ensure quality and performance of the system supplied by them. Technical Back up Units cum Regional Test Centers & State nodal agencies of the Ministry may be consulted in this regard if necessary.
