The Ministry of New and Renewable Energy (MNRE) promotes development and deployment of new and renewable energy to address the growing energy needs and climate change concerns of the country. The MNRE has set enhanced target of 100GW for solar power by 2022. Performance testing and standardization is essential to ensure quality and reliability of products. The MNRE has notified the Lab Policy for Testing, Standardization and Certification for Renewable Energy sector. Indian Standards (BIS) have to be followed for quality assurance in renewable energy in the country. 2. A Quality Control Order on SPV Systems under BIS Act is under implementation. The MNRE has decided to bring out a quality control order on Solar Thermal Systems / Devices / Components Goods under BIS Act(Compulsory Registration Scheme) for quality and reliability of these products

Whereas the Central Government had issued “Solar Photovoltaics, Systems, Devices and Components Goods (Requirements for Compulsory Registration) Order, 2017" vide S.O. 2920 (E) dated 5 September, 2017 for six products included in the Schedule with the date of coming into force with effect from 5th September 2018. And whereas, after having discussions with the various stakeholders including the Bureau of Indian Standards (BIS), the date of coming into force of the said Order was advanced to 16th April, 2018 on the condition of self certification by manufacturers for products at Sl. No. 1-3 in the schedule annexed to the order applicable till 30th June, 2018 published in Gazette of India notified on 16th April, 2018 vide S.O. 1602 (E ), which was revised vide S.O. 2183(E) published in Gazette of India on 30.05.2018. 2. And whereas, the industry had sought more time for compliance to the order, the self-certification was extended to 4th September, 2018 vide S.O. 3449(E) published in Gazette of India on 13.07.2018, which was further extended to 20th September, 2018 for all products listed in the order vide S.O. No. 4787(E) published in Gazette of India on 12th September 2018, and further to 1st January, 2019 from 20th September, 2018 vide S.O. 5259(E) dated 12.10.2018 for all items with dates of implementation indicated against each product in the schedule annexed for smooth implementation of the order. And whereas, the date of self-certification relaxation for items at Sl. No. 4-5 was extended up to 30th June, 2019 vide S.O. 46(E) dated 4.01.2019.

And whereas, the industry has sought more time for compliance to the order and whereas the issues involved have been discussed with the stakeholders for smooth implementation of the order, it is hereby notified that the date of self-certification relaxation notified vide Clause 2 of S.O. No. 2183 (E) dated 30.05.2018 stands extended to 20th September, 2018 from 4th September, 2018 for all items mentioned therein.

And whereas, after having discussions with the various stakeholders including the Bureau of Indian Standards (BIS), the date of coming into force of the said Order was advanced to 16th April, 2018 vide S.O. 1602(E) published in Gazette of India on 16th April, 2018 with dates of implementation indicated against each product in the Schedule annexed. And whereas, the issues relating to products at Sl. No. 4 and 5 in the Schedule have been discussed with the stakeholders for smooth implementation of this order, further amendments to the Schedule are hereby notified with addition of item No 6 as per the principal order dated 5th September 2017, and para 2 of the notification published on 16th April, 2018. 2. Whereas, considering the time taken for testing of the products at Sl. Nos. 1-5 mentioned in the Schedule annexed, the manufacturers in the case of SPV Module and Inverters may submit a self-certification that their products conform to the relevant Indian Standards or their IEC counterparts (including subsequent Standards, if any) along with proof of submission of samples to the laboratories with the expected date of completion of testing. Such relaxation shall be applicable till 30th June, 2018.

Whereas, considering the time taken for testing of the products mentioned in the Schedule annexed, the manufacturers in the case of SPV Module may submit a self-certification that their products conform to the relevant Indian Standards or their IEC counterparts (including subsequent Standards, if any) along with proof of submission of samples to the laboratories with the expected date of completion of testing. Such relaxation shall be applicable till 30th June 2018.
