Whereas the Central Government had issued “Solar Photovoltaics, Systems, Devices and Components Goods (Requirements for Compulsory Registration) Order, 2017 “vide S.O 2920 (E) dated 5 September 2017 for six products included in the Schedule with the date of coming into force with effect from 5th September 2018. And whereas, after having discussions with the various stakeholders including the Bureau of Indian Standards (BIS), the date of coming into force of the said Order was advanced to 16th April 2018 on the condition of self-certification by manufacturers for products at Sl. No. 1-3 in the schedule annexed to the order applicable till 30th June, 2018 published in Gazette of India notified on 16th April, 2018 vide S.O. 1602 (E ), which was revised vide S.O. 2183 (E) published in Gazette of India on 30.05.2018.
The undersigned is directed to convey that after due consultation with all stakeholders, testing and security audit, an online portal has been developed for processing applications for including and updating wind turbine models in Revised List of Models and Manufacturers (RLMM). Sardar Swaran Singh National Institute of Bio-Energy (SSS-NIBE) is an autonomous Institution of the Ministry of New and Renewable Energy, Govt. of India. The vision of the Institute is to carry out state-of-the-art research and development, demonstration, testing and standardization activities, including human resource development at all levels, postdoctoral research and research for wide promotion of bioenergy in the country. SSS-NIBE is located in the state of Punjab on Jalandhar-Kapurthala Road, 18 km away from Jalandhar city towards Kapurthala. The Institute is located in between Punjab Technical University and Pushpa Gujral Science City. Jalandhar city is well connected by airways, railways and roadways with the nearest airport at Adampur and Amritsar.
This is in reference to the schemes/ programmes being implemented by the Ministry of New & Renewable Energy, wherein it is mandatory to use domestically manufactured solar PV cells and domestically manufactured solar PV modules, and also in reference to the Manufacturing-Linked-PPA initiative by Solar Energy Corporation of India Ltd (SECI).
The Ministry issued Wind-Solar Hybrid Policy on 14.05.2018 (along with its amendment on 11.10.2018) with the objective to provide a framework for promotion of large grid connected wind-solar PV hybrid system for optimal and efficient utilization of transmission infrastructure and land, reducing the variability in renewable power generation and achieving better grid stability. Subsequently, a scheme for setting-up of 2500 MW windsolar hybrid power projects was sanctioned on 25.05.2018 for procurement of hybrid power at a tariff discovered through transparent process of bidding by Solar Energy Corporation of India (SECI).

MNRE has been implementing the scheme ‘Off-grid and Decentralized Solar Applications’ since May 2014. The scheme was continued as ‘Off-Grid and Decentralized Concentrated Solar Thermal (CST) Technologies for Community Cooking, Process Heat, Space Heating & Cooling Applications in Industrial, Institutional and Commercial Establishments’ from 2017-18 till 2019-20 for the promotion of CST projects for off-grid solar thermal applications.
This is in reference to the Government of India's commitment for investing Rs 100 Lakh Crores over next 5 years in infrastructure projects and the Ministry of Finance's emphasis on large Central Public Sector Enterprises (CPSEs) to stick to their capital expenditure plans to increase liquidity in the market and boost economic growth.
Ministry of New and Renewable Energy(MNRE) vide Order of even No. dated 18.06.2019 has set up Dispute Resolution Mechanism to consider the unforeseen disputes between solar/ wind power developers and SECl/ NTPC and disputes relating to Extension of Time requests. In order to provide an implementation framework for the said Dispute Resolution Mechanism (DRM) and for the functioning of Dispute Resolution Committee (DRC), the present guidelines are being issued. The mechanism of Dispute Resolution Committee (DRC), will be applicable to Schemes/Programmes/Projects being implemented through/by SECl/NTPC.
In line with the Startup India Initiative by the Govt of India, NISE is organizing the 1st Programme on prospects for Start – Ups in Solar Energy Technologies at NISE campus Gurugram from 10th June (Monday) to 14th June (Friday), 2019. The target audience is existing and prospective Solar Entrepreneurs, EPC contractors, Graduate Engineers, MNRE channel partners, Energy department officials of Govt of India, Officers from state nodal Agencies and individuals business men interested in solar field. In the past NISE had conducted 14 similar Programmes which were hugely successful.
Nominations are invited from eligible professionals working in the field of renewable energy in Central and State government/Public Sector Undertakings / Electricity Distribution Companies/State Nodal Agencies for Renewable Energy in India under the Solar Fellowship Scheme for MidCareer Professionals of the International Solar Alliance (ISA).
The guidelines are issued to facilitate labs /manufacturers in formation of series of products for approval of product family including change in design, materials, etc. for performance testing of SPV Modules in test labs for compulsory registration with BIS for implementation of the Solar Photovoltaics Systems, Devices and Component Goods Order 2017. However, in the case of SPV Modules of capacities ranging from 0.2 to 20W used in solar luminaries applications, it has been decided that Modules of capacities up to 5W used for solar lantern applications will be tested as per IS 16476(Part I) and for testing modules in the range 5-20W appropriate standard will be brought out by BIS. This item will be included in the revised Quality Control Order for notification. Till such time SPV Modules of capacities ranging from 0.2 to 20 W used in solar luminaries are excluded in the series guidelines for BIS registration. The following series guidelines will now be followed for conducting tests on SPV Modules (crystalline and thin film, including bifacial type) by test labs.
Ministry of New & Renewable Energy (MNRE) on 5/9/2017 under the BIS Act had notified the Solar Photovoltaics Systems, Devices and Components Goods (Requirements for Compulsory Registration) Order 2017 for quality control in SPV Power Projects. Implementation of the above mentioned order commenced on 16.04.2018 vide notification dated 16.04.2018 published in Gazette of India. It includes SPV modules, inverters and battery storage. As per the order, no person shall manufacture or store for sale, import, sell or distribute goods, which do not conform to Indian Standards specified in the Order. 2. The specified standards for inverters are IS 16221 (Part 2): 2015 (Safety of Power Converters for use in Solar Photovoltaic Power Systems) and IS 16169: 2014(Test Procedure of Islanding Prevention Measures for Utility–Interconnected Photovoltaic Inverters). Manufacturers of these products are required to apply for registration from Bureau of Indian Standards (BIS), New Delhi after getting their products tested from BIS recognised test labs. As the inverters are of varying sizes, ratings, varieties, etc. the inverters in each category are to be grouped for submitting samples to test labs, and shall be granted series approval for series of products based on testing of representatives models. Accordingly, draft guidelines for series approval of Inverters for conducting testing in test labs has been prepared in consultation with experts from test labs, solar inverters industry and Bureau of Indian Standards, New Delhi. Enclosed is the said draft guidelines for comments of public and related stakeholders.
